US/Caribbean Engagement: A Multi-Year Strategy To Increase the Security, Prosperity, and Well-Being of the People of the United States and the Caribbean.
The United States Strategy for Engagement in the Caribbean under Public Law No: 114-291 formerly HR 4939 states that it is U.S. policy to increase engagement with the governments of the Caribbean region, including the private sector, and with civil society in both the United States and the Caribbean. This strategy, coordinated with the interagency, identifies the Department of State and U.S. Agency for International Development’s priorities for United States engagement with the Caribbean region in the areas of: Diplomacy, Inclusive Prosperity, Energy, Security, Education and Health.

The Institute of Caribbean Studies (ICS), along with members of the Caribbean American Leadership Alliance (CALA), and the New York State Commission on H.R. 4939, expressed strong support of Public Law 114-291 and as a result developed recommendations and an implementation strategy in the form of the Caribbean-American Diaspora Companion Paper, released June 2017 for National Caribbean-American Heritage Month.
Since that time, ICS has also established working groups to lead the charge of the strategic implemenation in the region for the six areas of collaboration.
